The DPR Has Designated The Tax Amnesty As A Priority In The 2025 National Legislation Program

The members of the council have reached a consensus to include the Draft Law on Tax Amnesty in the national legislative priority program. The proposal to amend Law Number 11 of 2016 was established during today's plenary meeting.

The Chairman of Commission XI, Mukhamad Misbakhun, stated that the substance of the tax amnesty will still be discussed with the government. "The technical details are not yet available; we have only discussed the possibility of a tax amnesty. The specifics will be addressed later," he remarked at the Bappenas building on Tuesday, November 19, 2024.

The Golkar Party politician explained that the tax amnesty bill was initially included by the legislative body in the preliminary draft or long list of the national legislative program. Since Commission XI collaborates with the Directorate General of Taxes at the Ministry of Finance, the commission has taken the initiative to propose it as a priority for 2025.

He noted that the implementation of the tax amnesty aligns with the vision and mission of the new government, serving as a proactive measure should this policy be required in the future. Commission XI aims to finalize discussions on the tax amnesty by 2025.

He added that the government continues to strive for compliance among taxpayers. However, there remains an opportunity for non-compliant taxpayers to rectify past mistakes through this program. "We must ensure that individuals do not continuously evade taxes without a means for redemption; thus, the amnesty serves as one potential solution," he stated.

According to him, the mechanisms of the amnesty and the specific sectors targeted will still be discussed with the government. However, Misbakhun could not confirm when the technical discussions regarding the third phase of the tax amnesty would take place with the Ministry of Finance.

Tax amnesty is a program offered by the government to individual and corporate taxpayers, allowing them to disclose previously unreported assets in exchange for a penalty payment.

This program was initially implemented in 2016-2017. In 2022, the government reintroduced tax amnesty through the Voluntary Disclosure Program (PPS), also known as tax amnesty phase II.
