Ramadan Special Economic Stimulus: Airline Ticket Discounts To Shopping Discounts

The government is providing five special stimuli for Ramadan and Eid al-Fitr 2025. Coordinating Minister for Economic Affairs Airlangga Hartarto said the policy was implemented to ensure that religious holidays run smoothly so that the economic growth target of 5.2 percent is achieved. "The government will continue to monitor the development of individual consumption activities and increased community mobility during the National Religious Holiday of Nyepi and Eid al-Fitr which will drive economic activity in driving economic growth in the first quarter of 2025," he said in an official statement quoted on Monday, March 3, 2025. Special stimuli were also discussed in a ministerial-level coordination meeting at the office of the Coordinating Ministry for Economic Affairs on Thursday, February 27, 2025. The government believes that there are several cyclical phenomena on the supply and demand sides that will drive economic growth in the first quarter of 2025. Here are five special stimuli for HBKN Ramadan and Eid al-Fitr 2025 that are provided. 

1. Airline Ticket Price Discounts 

The government is providing a discount on domestic economy class airline tickets through a 6 percent Government Borne VAT (DTP) incentive. The estimated reduction in ticket prices is 13.2-14 percent, which applies during the HBKN period from March 25 to April 7, 2025. The program aims to support the movement of around 180 million people, including 110 million tourists during the Eid period. 

2. Toll Tariff Discounts 

The provision of a 20 percent toll tariff discount for long-distance travel during the homecoming period is expected to reduce transportation costs and facilitate the distribution of goods and services. This discount applies to the main toll roads that are the homecoming routes. 

3. Shopping Discount Program 

The government, through the Ministry of Trade, has launched a shopping discount program such as the Friday Mubarak Program on February 28–March 28, 2025 at various retailers that are members of the Indonesian Retail Entrepreneurs Association (Aprindo). There is also the BINA Lebaran program scheduled for March 14-30, 2025 and will be held simultaneously in shopping centers, malls, and member outlets of the Indonesian Shopping Center Retailers and Tenants Association (Hippindo) and the Indonesian Shopping Center Management Association (APPBI). 

4. Lebaran Homecoming Tourism Program 

The government will integrate the tourism program with the Lebaran homecoming moment through the promotion of local tourist destinations, the provision of affordable tour packages, and the improvement of tourism facilities on the main homecoming routes. 

5. Food Price Stabilization 

The government together with BUMN are trying to maintain the stability of staple food prices ahead of Ramadan and Lebaran 2025 by holding massive market operations. Providing various foodstuffs at more affordable prices compared to the Highest Retail Price (HET). This market operation will be carried out throughout Indonesia through PT Pos Indonesia offices from February 24 to March 29, 2025.
