Government Officially Issues ESIM Technology Regulations

The government through the Ministry of Communication and Digital has stipulated the Regulation of the Minister of Communication and Digital (Permenkomdigi) Number 7 of 2025 concerning the Utilization of Embedded Subscriber Identity Module (eSIM) Technology in Telecommunications Provisions. 

The regulation signed by Minister of Communication and Digital Meutya Hafid on April 10, 2025 is said to be the legal basis for the utilization of eSIM technology in Indonesia. 

This is seen as an important step in supporting data security, efficiency of the telecommunications industry, and the development of the Internet of Things (IoT) ecosystem and machine-to-machine communication. 

As stated in Article 2 of Permenkomdigi No. 7/2025, telecommunications operators that utilize eSIM technology are cellular operators (opsel) or network providers that serve mobile telecommunications via satellite. 

One of the tasks of the opsel is to store the eSIM Profile in the Provisioning System, as well as protect and secure the eSIM Profile in accordance with the provisions of laws and regulations. 

"To determine and ensure the fulfillment of standard operating procedure provisions for the purposes of consumer protection, personal data protection, and confidentiality of information in accordance with the provisions of laws and regulations," wrote the Permenkomdigi. 

Not only that, in this Permenkomdigi, it is also emphasized regarding the standardization of the eSIM System and Technology, where the eSIM provisioning system consists of two types: proprietary systems and GSMA systems. There are three categories of devices: 

- Consumer Devices (smartphones, tablets, etc.) 

- M2M Devices (communication between machines) 

- IoT Devices. 

"Provisions regarding the Provisioning System and certification of the Provisioning System data security accreditation scheme are listed in the Attachment which is an integral part of this Ministerial Regulation," wrote Article 6 Paragraph (2) of Permenkomdigi No. 7/2025.
